Decker earned his law degree from the University of Virginia School of Law in1971 and his undergraduate degree from the University of Pennsylvania in 1968.He served in the U.S Army, earning the rank of captain. Prior to joining Cozen O`Connor, Decker held senior executive positions for anumber of major corporations, including Saint-Gobain Corp., where he was chiefoperating officer and general counsel; Unisource Worldwide Inc., and AsburyAutomotive Group, both of which he served as executive vice president andgeneral counsel. He also held the position of chairman of the Committee ofCorporate General Counsels of the American Bar Association`s Section of BusinessLaw, and, as former chair of the Pennsylvania Board of Law Examiners, he wasappointed by the State Supreme Court to oversee admission to the PennsylvaniaBar.

He is a former chair of thePhiladelphia Municipal Authority and a former board member of the Delaware RiverPort Authority, Port Authority Transit Corp (PATCO) and Pierce LeahyCorporation. A nationally-respected corporate attorney, Decker sits on the boards of theKimmel Center, the Internet Capital Group, the YMCA of Philadelphia andVicinity, the Philadelphia Zoo and the Gesu School. Rendell as the inauguralchairman of the Pennsylvania Gaming Control Board. Decker returned to Cozen O`Connor in August 2007 as president andCEO.
